Create a recoup

A refund recoup can only be performed under the following conditions: Your plan allows for Payment Transfers, a payment was created that had payment transfers created against it, and a refund of the payment also occurred. Under these conditions, funds can be recouped back to the owner of the payment by using this endpoint.
